Mission, and Powers
Article 1: The Social Change Observatory's mission is to contribute to the consideration of the social dimension in the development, implementation, and monitoring and evaluation of development policies.
It also aims to keep watch and alert public authorities on social issues.
As such, he is responsible for:
1. Coordinating and leading the National Network in Poverty and Social Impact Analysis and that of the Observatories of Economic and Social Life in Benin;
2. Contribute to the evaluation of the social impact in the implementation of strategy documents;
3. Enhance the work on poverty and social development through the regular preparation and publication of the report on the National Social Profile and the National Human Development Reports;
4. Encourage scientific reflection on social issues to guide decision-making;
5. Contribute to building the capacity of national and international actors (International NGOs) involved or not in the monitoring and evaluation system for strategy documents.
6. Develop and implement development projects or programs for the social transformation of Benin;
7. Coordinate and animate actions to combat trafficking in persons in Benin.

Organization, and Functioning
CHAPTER I: ORGANIZATION
Article 2: The Observatory of Social Change is directed by a Director-General appointed by decree taken in the Council of Ministers, on the proposal of the Minister responsible for Planning, by the procedure for staffing senior technical posts, among managers in category A, scale 1, having at least six (06) years of seniority in the public service, and possessing the skills and aptitudes required in their field of activity or among executives of the equivalent level if they should be appointed outside the 'public administration.
Article 3: The Social Change Observatory includes:
• The Administrative Secretariat;
• The Methodology and Impact Assessment Department;
• The Indicators and Corporate Social Responsibility Monitoring Department;
• The Directorate of Research, Capacity Building, and Partnership Development;
• The Administration and Financial Management Department.
CHAPTER II: OPERATION
SECTION 1: OF THE MANAGEMENT SECRETARIAT
Article 4: The Administrative Secretariat is responsible for:
- to format, record, store and distribute mail on arrival and departure;
- to receive, centralize and send the ordinary mail of the departments;
- to type or enter all the documents entrusted to him by the Director;
- to welcome users and visitors;
- receive and manage telephone calls;
- to schedule and recall meetings and appointments of the Director;
- to carry out all other administrative tasks entrusted to him by the Director.
SECTION 2: DIRECTION OF METHODOLOGY AND IMPACT ASSESSMENT
Article 5: The Methodology and Impact Assessment Department is responsible for:
- coordinate the work of writing, validating and publishing the report on the National Social Profile;
- develop and implement the impact assessment program for national reforms, policies and programs, in collaboration with all the structures involved in the design and implementation of reforms, policies and programs;
- to participate in the work of developing and evaluating growth and poverty reduction strategies;
- to coordinate and animate the National Network in Impact Analysis on Poverty and Social;
- to ensure the use of the results of evaluation work for improving decision-making;
- to assess the effects and impacts of policies, strategies, programs and projects on the target groups and in relation to the development objectives (growth, poverty and social development).
Article 6: The Methodology and Impact Assessment Department includes:
- The Poverty and Social Impact Assessment and Analysis Service;
- The National Social Profile Studies Service.
SECTION 3: DIRECTION OF MONITORING OF INDICATORS AND CORPORATE SOCIAL RESPONSIBILITY
Article 7: The Indicators and Corporate Social Responsibility Monitoring Department is responsible for:
- define and monitor the evaluation mechanism of the National Development Plan, the Growth Program for Sustainable Development, the Government Action Program;
- coordinate the preparation of the periodic monitoring report of the evaluation mechanism of the Growth Program for Sustainable Development;
- prepare and periodically publish the National Human Security Monitoring Report;
- develop and periodically publish the Human Security Indicator Monitoring Dashboard;
- develop, monitor and evaluate the Observatory's Annual Work Plan;
- to coordinate and animate the National Network of Observations of economic and social life in Benin;
- coordinate the coordination of the documentation center and the updating of the website for the Observatory for Social Change;
- monitor the contribution to the sustainable development of businesses;
- monitor the compatibility of businesses' activities with international standards, particularly those relating to the environment;
- animate actions to combat human trafficking in Benin.
Article 8: The Indicators and Corporate Social Responsibility Monitoring Department includes:
- the Service for Monitoring Indicators and Corporate Social Responsibility;
- the Documentation Service and the National Network of Economic and Social Observatories.
SECTION 4: RESEARCH MANAGEMENT, CAPACITY BUILDING AND PARTNERSHIP DEVELOPMENT
Article 9: The Directorate of Research, Capacity Building and Partnership Development is responsible for:
- to develop and follow a research plan;
- monitor the contribution of research to social development;
- develop and implement the capacity-building program in terms of monitoring and impact evaluation;
- coordinating the program for setting up Communal Monitoring Committees and strengthening the capacities of the Departmental Monitoring Committees and Communal Monitoring Committees;
- to support the Departmental Monitoring Committees and the Communal Monitoring Committees in the local monitoring of the implementation of the strategies;
- coordinate and implement the Participatory Local Impact Monitoring (SILP);
- coordinate the management of partnerships;
- follow the interventions of international non-governmental organizations operating in Benin;
Article 10: The Directorate of Research, Capacity Building and Partnership Development includes:
- the Research and Capacity Building Service;
- the Strategy Monitoring and Partnership Management service.
SECTION 5: DIRECTORATE OF FINANCIAL ADMINISTRATION AND MANAGEMENT
Article 11: The Directorate of Administration and Financial Management is responsible for:
- prepare the disbursement plan in accordance with the various financing agreements;
- ensuring the logistical organization of support missions, seminars, workshops, training and meetings;
- ensuring the supply, inventory management and equipment of the Observatory;
- regularly update the Observatory's accounts, as well as the monthly, quarterly and annual financial reports relating thereto;
- to draw up, in collaboration with the Directors, the budget of the Observatory and to ensure its execution;
- ensuring the management of office equipment, supplies and office supplies;
- to liquidate the various financial and material advantages for the benefit of the staff of the Observatory;
- to follow the career of the personnel and to take all useful measures relating thereto;
- to ensure or ensure the maintenance of the computer equipment of the Observatory.
Article 12: The Administration and Financial Management Department includes:
- The Personnel and Material Management Service
- The Accounting Service.
CHAPTER V: MISCELLANEOUS AND TRANSITIONAL PROVISIONS
Article 14: The Technical Directors are appointed by decision of the Director General after consulting the Minister responsible for Planning.
Article 15: The Secretariat is headed by a Chief Secretariat appointed by order of the Minister of State on the proposal of the Director. He has the rank of Head of Service.
Article 16: The Management Committee is a compulsory advisory body. It gathers weekly the Director, the Head of the Secretariat and the Technical Directors.
In addition, the general staff meeting is organized quarterly.
Article 17: The Secretary General of the Ministry and the Director General of the Observatory for Social Change are responsible, each as far as he is concerned, for the application of this decree.
Article 18: This decree which repeals all previous contrary provisions, in particular decree n ° 2016-037-c / MPD / DC / SGM / SA / 036SGG16 of December 26, 2016, takes effect from the date of its signature and will be published in the Official Journal of the Republic of Benin.
